PROGRAM TITLE: UNDER THE TAPE
FBI Special Agent Gail Paresa, Senior Team Leader
FBI EVIDENCE RESPONSE TEAM (ERT)
Join FBI Special Agent Gail Paresa as she brings you under the crime scene tape to share her experiences while processing some of the FBI’s most notable crime scenes. With 35 years in law enforcement, 31 of those years with the FBI, SA Paresa now leads the San Francisco Division Evidence Response Team (ERT). The team covers a territory stretching from the Oregon border to King City, and assists other ERT teams across the country. As an ERT Adjunct Professor, SA Paresa has taught crime scene courses to law enforcement personnel from across the globe (in Cameroon, Kenya, and Thailand), as well as in Northern California and Hawaii.
SA Paresa attended Stanford University (class of ’85), and discovered an unexpected love for archaeology and history as the Stanford-in-Greece program took her to survey the ancient city of Panakton. Through early experiences as a volunteer in the “Bone Room” of the Bishop Museum in Hawaii and gluing together broken potsherds from the 1906 earthquake at the Stanford Museum, she developed an eye for detail and investigation, all crucial traits for the crime scene investigator. At first as a collateral duty, and later as the full-time Senior Team Leader, ERT became her passion. Along the way she found herself inside the cabin of the Unabomer, knee-deep in the Freshkills Landfill after 9/11, and in the hidden backyard where Jaycee Dugard was kept hostage for 18 years. In 2019, for the first time in SF ERT history, the team was honored with an award from Crime Stoppers for processing the horrific scene of the Gilroy Garlic Festival mass shooting, a tragedy much too close to home.
Mayor of San Rafael
Talk Title: Stepping into Leadership
Kate Colin is the first female to hold the office of Mayor since the city was incorporated in 1847. She joined the San Rafael City Council in January 2013 and was a Planning Commissioner for nearly 8 years before that. She has lived in the Sun Valley neighborhood since 1996 with her husband Jeff where they raised their two children. They moved to San Rafael for its diversity of people, wonderful neighborhoods and beautiful open space.
Kate’s goals for the City include focusing on four key policy areas for 2021 – recovering from the economic impact of Covid-19, homelessness/housing, sustainability (focusing on wildfire prevention and sea level rise) and racial justice. She strongly believes in working with the community to find solutions that reflect our community values as well as partnerships with local residents, businesses and neighborhoods to make San Rafael the best it can be.
Kate has a MBA from Kellogg Graduate School of Management and a BA from Dartmouth College. She is a life-long athlete who is often seen running the trails or cycling through our city streets.

In the midst of winter, I found there was, within me, an invincible summer. And that makes me happy. For it says that no matter how hard the world pushes against me, within me, there's something stronger – something better, pushing right back.”
